.zr was the ccTLD for the Democratic Republic of the Congo while it was named Zaire. After the country's name change in 1997, the ISO 3166/MA revised the alpha-2 designation for the country on the ISO 3166-1 list from "zr" to "cd".

The IANA delegated the .cd top-level domain to the manager of the .zr TLD on August 20, 1997. Given that "zr" was being removed from the ISO 3166-1 list, the manager performed a transition, populating the .cd TLD and emptying the .zr TLD. The .zr manager stated through a message to IANA on March 11, 2001 that the .zr TLD had been emptied in preparation for its deletion from the root zone.

On June 20, 2001, IANA concludes that .zr should be deleted from the root zone.[1]
