The At-Large Consolidated Policy Working Group (CPWG) is a merge of the At-Large Registration Issues Working Group, At-Large New gTLDs Working Group and At-Large ICANN Evolution Working Group. The focus of CPWG is to drive policy comments and advice within the At-Large community, and create best practices for identifying Internet end user issues within ICANN.[1]

After determining there is a unique individual end-user perspective on a particular issue, the CPWG develops initial talking points which are then vetted by the Regional At-Large Organizations (RALOs), who provide their input from the ground, based on their outreach to end users in the region.

Once a position is developed by the CPWG, and ratified by the ALAC, that position is evangelized through all available channels within the ICANN community, incuding GNSO PDP Work Group participation, cross community Work Group participation, review team participation, public comment and, in some rare cases, official "Advice" to the board.
