BRICS Leader’s Statement on Global Governance of Artificial Intelligence

On July 6, 2025, the leaders of the BRICS countries presented a joint statement addressing the global governance of artificial intelligence (AI). The document reflects the countries’ shared views on the opportunities and challenges associated with AI technologies and emphasizes the value of cooperation among them in this domain. The BRICS leaders underscored the need for AI development and deployment to adhere to principles of transparency, inclusiveness, and respect for human rights. They highlighted the potential of AI to contribute to sustainable development and economic growth while acknowledging concerns related to security, ethical use, and the risk of exacerbating existing inequalities.

The statement reaffirmed the leaders’ support for maintaining the central role of the United Nations in discussions on the governance of emerging technologies, including AI. A commitment with multilateralism, cautioning against fragmented or duplicative initiatives. However, they highlighted the importance of ensuring that global AI governance remains inclusive and balanced, considering the perspectives and development needs of countries at different stages of technological advancement.

The statement upholds the right of all countries to establish their own regulatory frameworks, enhance technological autonomy, foster local talent, and ensure data protection and security for their citizens. Also, encourage open-source development and international cooperation to foster inclusive, secure, and transparent AI systems while supporting local innovation ecosystems.

Additionally, the leaders expressed support for the development of international frameworks and norms that can guide the safe, secure, and trustworthy use of AI, while fostering innovation and technological progress. The statement also emphasized the need for strengthened dialogue among countries and stakeholders on issues such as data governance, algorithmic transparency, and the ethical use of AI.

The BRICS leaders noted that effective global governance of AI should aim to maximize the benefits of AI technologies while managing associated risks, ensuring that the development and use of AI contribute to the broader goals of reducing inequalities and supporting the United Nations Sustainable Development Goals.
