NIC.TR, the organization which manages the .tr ccTLD for Turkey, is managed by the Middle East Technical University (METU) in Ankara, Turkey. Between 1991 and 1997, nic.tr operations were managed by the Computer Center of METU. In 1998, the nic.tr Domain Name Administration started operating as an individual and separate department within METU.[1]

In 2000, upon METU's request, the Turkish Ministry of Transport established the "DNS Working Group" which functions under the authority of the Internet Committee, and consists of eleven members, all Internet sector representatives. It has the responsibility to determine policies, rules and procedures for registrations under .tr and its sub-domains.[1]
