===Minority Statements of ATRT3 Members===
Three separate minority statements were submitted to an Annex of the final report.<ref name="finalrep" /> All three expressed concern regarding the proposed changes to Article 4 reviews, as well as the accountability and transparency of the changes between the draft report to final report.
