The "sole designator" model was originally suggested by outside counsel during the team's research in spring 2015. The reference model as proposed would grant statutory powers for the "nuclear options" - removal of board members, and removal of the entire board, as well as adding the right to inspect the records of the corporation.<ref name="ws1draft3a1" /> Then, the other community empowerment goals envisioned by the would be operationalized by the engagement, escalation, and enforcement processes described in recommendation 2:
