Gonzalo holds a degree in Informatics and Telecommunications Law from Universidad de Chile and a Masters in Law (LLM) from Columbia University, New York.

Before serving as Chief of Staff for the National Institute Of Industrial Property of Chile, Gonzalo was an Associate of Morales and Besa, a law firm based in Chile. In 2001, he served as Senior Adviser on International Affairs, Undersecretary of Telecommunications of Chile until 2007. During his tenure he represented his government on issues related to international trade negotiations and internet governance. Navarro also provide advise to the government of Chile regarding the implementation of public policies such as Free Trade Agreements. He was involved in drafting and negotiating the contents of the telecommunications of the United States-Chile Free Trade Agreement and the China-Chile Free Trade Agreement.
