Samuel Guimarães Lima is an Information Technology multidisciplinary consultant, entrepreneur, attending a master´s degree in Computer Science, Software Engineering and Pattern Recognition by the University of São Paulo - USP, bachelor's degree in Information Systems with emphasis in Business Management focus on Supply Chain by Mackenzie Presbyterian University, Technician in Software Development Systems by the Federal Institute of Education, Science and Technology of São Paulo, Computer Technician by the Technical School of São Paulo. He has professional experience in information technology, programming, development and systems analysis, database modeling, design. He worked in large companies participating in various projects in the field mainly in financial market, software engineering, project management, facilities management and logistics. Exerts consulting in security information, privacy, data protection, cybersecurity, image consulting and virtual engagement.

He has experience in research in the areas of Computer Science, Information Systems, Electronic Law and Public Policy, acting on such topics: information security, intelligent algorithms, cyber law, cybercrime, human rights on the Internet, computer forensics, system security fiscal and financial, hacking, software engineering.

Since the X Internet Governance Forum and the Youth@IGF program I have started to get engaged more with ISOC in chapters like the SIG Youth Observer and other stakeholders included in the Internet Governance Ecosystem, and so I participated in more meetings and virtual meetings too, also contributions, participated in the mainling lists, and the last meeting was the South School on Internet Governance which held the theme Cybersecurity and freedom of speech in the web.
