'''Luc Faubert''' is a consultant in IT governance and management of change. He is President of [[ISOC Québec]] (a certified At-Large Structure) and is working on the creation of the [[The North American Regional At-Large Organization|North American Regional At-Large Organization (NARALO)]] within ICANN. He is President of [[Un Québec branché sur le monde]], a non-profit dedicated to providing affordable high-speed Internet access in Québec's rural regions. He obtained a degree in French Litterature and Russian from University of Montréal in 1982 and completed a graduate degree in Computer Science at Concordia University in 1985.
==Progress==
Always fascinated by the convergence of information technologies and communications, from 1985 to 2002 he founded, operated and sold companies in IT consulting, graphic design and pre-press, then in translation and software localization. During these years he acquired experience in international management. He has also been a speaker in North America, Europe, the Middle East and Africa.
He has realized consulting mandates involving project management, change management and business analysis in projects of the following types :

* implementing IT best practices frameworks;
* corporate governance;
* auditing of corporate IT services;
* large-scale software development;
