He is President of [[ISOC Québec]] (a certified At-Large Structure) and is working on the creation of the [[The North American Regional At-Large Organization|North American Regional At-Large Organization (NARALO)]] within ICANN. He is President of [[Un Québec branché sur le monde]], a non-profit dedicated to providing affordable high-speed Internet access in Québec's rural regions. He obtained a degree in French Litterature and Russian from University of Montréal in 1982 and completed a graduate degree in Computer Science at Concordia University in 1985.

Always fascinated by the convergence of information technologies and communications, from 1985 to 2002 he founded, operated and sold companies in IT consulting, graphic design and pre-press, then in translation and software localization. During these years he acquired experience in international management. He has also been a speaker in North America, Europe, the Middle East and Africa.
He has realized consulting mandates involving project management, change management and business analysis in projects of the following types :
