Jose Ovidio Salgueiro, got his law degree at Universidad Católica Andrés Bello (Caracas) in 1989. Since then Salgueiro has done post graduate work in commerical law at the Universidad de Salamanca in Spain, and Universidad Católica Andrés Bello in Caracas, Venezuela.
