The Consensus Playbook is a 15-step toolkit of best practices for building consensus, bridging differences, and breaking deadlocks that was developed by the Consensus Building Institute (CBI) in conjunction with ICANN in response to a recommendation made in the GNSO Council initiative PDP 3.0.[1]
