Osvaldo Novoa is the Deputy General Manager at ANTEL. He is responsible for all the International Business of ANTEL,[1] and has been working for ANTEL since 1980. He is a member of ICANN's GNSO and ISPCP, as well as the AHCIET and eCOM-LAC, and liases with LACNIC on behalf of ANTEL.[2]
