Luc Faubert is a consultant in IT governance and management of change. He is President of ISOC Québec (a certified At-Large Structure) and is working on the creation of the North American Regional At-Large Organization (NARALO) within ICANN. He is President of Un Québec branché sur le monde, a non-profit dedicated to providing affordable high-speed Internet access in Québec's rural regions. He founded and presides the Canadian Council on Internet Governance. He is also an active member of Réseau Maillons, a network of Québec non-profit associations involved in the development of the Internet.[1]
ISOC Québec organized an At-Large outreach meeting in Montréal (Québec) on November 23, 2006.[2]

He obtained a degree in French Litterature and Russian from University of Montréal in 1982 and completed a graduate degree in Computer Science at Concordia University in 1985.
Progress[edit | edit source]
Always fascinated by the convergence of information technologies and communications, from 1985 to 2002 he founded, operated and sold companies in IT consulting, graphic design and pre-press, then in translation and software localization. During these years he acquired experience in international management. He has also been a speaker in North America, Europe, the Middle East and Africa.
He has realized consulting mandates involving project management, change management and business analysis in projects of the following types :
- mergers and acquisitions;
- implementing IT best practices frameworks;
- corporate governance;
- auditing of corporate IT services;
- large-scale software development;
- master training classes;
- corporate reorganization;
- content management;
- information flow in large corporations;
- communication strategies;
- documentation (systems, training, online help);
- software localization.
He use three underlying principles in his interventions:
