Karlene Francis is Project the Manager for the OECS Electronic Government for Regional Integration Project (EGRIP). [1]. She is widely known for being the former Principal Director, Telecommunications at Office of the Prime Minister Jamaica.

Karlene Francis has a BSc (1987 – 1991) in Computer Science and Management Studies from University of the West Indies, Mona and and an MSc ( 1993 – 1995) in Computer Based Management Information System from the same university. She was awarded First Class Honours (1991) and Dean's Honor Roll (1990) during her BSc.[2]

Career History

  • From April 2006 to May 2009, Karlene Francis was Principal Director of Telecommunications at Office of the Prime Minister Jamaica. She was responsible for ICT and telecommunications portfolio of Jamaica including the supervision of the relevant Departments, Agencies and Projects.
  • July 2009 she is acting as the Project Manager, Electronic Government for Regional Integration Project at Organisation of Eastern Caribbean States. He current job responsiblities include Coordinateing managing and supervising all project activities of the Electronic Government for Regional Integration Project. She supervises the Regional E-Government Unit (REGU) Staff and manage the day to day operations of the Unit. She is also responsible for the liaise with donor agencies, notably the CDB, CIDA and the [[EU] etc.
