He is a member of the team that prepares two of the major projects on TIC’s: Digital Government Agenda and the National Digital Agenda of Mexico.

He has more than 15 years of experience in Information Technology within the Mexican federal government.

He has also worked with

  • Informatics Committee of Public Administration of States and Municipalities (CIAPEM)
  • Technical Council of Interoperability, Management Control and with the Internet and Government Sites Online
  • The Commission for the Development of Electronic Government (CIDGE) of Federal Government in Mexico

He has been a speaker at different national and international conferences.

Education

He holds a Master in ICT from the Instituto Tecnológico Autónomo de México, Master in ICT from Ecole nationale supérieure des Télécommunications de Bretagne and LIC in ICT from Instituto Politécnico Nacional. He is doing PhD from Instituto Tecnológico y de Estudios Superiores de Monterrey.

Carlos also has many e-government diplomas by national and international agencies.[4]
