Javier Rua-Jovet is a Puerto Rican public servant and telecoms regulator, with periods of private practice focused on public-interest and government affairs.

Career

Rua-Jovet was initially in the field of natural resources, environmental and energy issues, but recently transitioned to the ICT side.

ICANN Involvement

Rua-Jovet is currently an ALAC member for North America Region.

Involvement in Internet Governance

Originally as Chair of REGULATEL (Latin American Forum of Telecommunications Regulators), an observer organization at GAC, now ALAC member for North America. As REGULATEL Chair, established formal MOU relationship between Latin American Regulators and ICANN, signed by former CEO/President Chehade. Also active within VirtualEduca, an Organization of American States program on Internet//education best practices.

At-Large Advisory Committee. Considers and provides advice on the activities of ICANN related to the interests of individual Internet users (ICANN Bylaws). Not to be confused with the Non-Commercial Stakeholder Group.

Governmental Advisory Committee. Considers and provides advice on the activities of ICANN as they relate to concerns of governments, particularly matters where there may be an interaction between ICANN's policies and various laws and international agreements or where they may affect public policy issues (ICANN Bylaws).
