Rosa Delgado has been an ICT Strategy Expert at VIP Consultants since 2004; her work has included preparing and submitting the application for the Universal Postal Union's (UPU) .post TLD, following IPv6 developments and aiding implementation, infrastructural oversight of ITU projects, aid ccTLD operators from developing countries through SWITCH. She is also a member of the Board of Directors at IPV6 Task Force Peru & Switzerland. She speaks English, French and Spanish.[1]

Ms. Delgado is currently working on TLD initiatives with .radio and .eurovision with the European Broadcasting Union (EBU). In the past, she was been the GNSO representative for .aero and a former member of ICANN's Business Constituency. She is particularly interested in helping developing countries liaise with ICANN.[2]

Ms. Delgado is also currently working with CERN.

Rosa Delgado has an extensive career history working with new technology implementation, especially with regards to developing countries; she has also worked for a number of international IT organizations and ICT policy makers.

Earlier in her career, she was the OISTE Director at WiseKey SA for 3 years and an ISOC Trustee for 6 years (2000-2006). From 1997 to 2003, she was the Director of Internet Industry Affairs and New Business Incubation at SITA, Geneva, Switzerland, where she led and initiated the New Internet protocol (IPv6) project for the industry and the creation of the .aero TLD. She was the ICT expert at International Telecommunications Union (ITU) from 1994 to 1997, and advised the National Telecoms of Zimbabwe, Sierra Leone and Ethiopia on implementation of national Internet services. She has also been the International Emergency Network (UNIETET) System Manager at the UN Department of Humanitarian Affairs (UNOCHA) (1991 to 1994), and System Analyst at International Telecommunications Union (ITU) (1985 to 1987).[3]

Ms. Delgado holds a Bachelors in Electrical Engineering from the Universidad Nacional de Ingenieria of Peru, and a Masters in Digital Communication, Information and Communication Technologies from the University of Warwick. She has also done Masters studies at the University of Geneva.
