Milton Mueller is a Professor at the Syracuse University School of Information Studies. His interests are in the fields of political economy of communication and information, using the theoretical tools of property rights analysis, institutional economics, quantitative social science methods and historical social science methods. He also has a longstanding interest in the history of communication technologies and global governance institutions.

He has participated in ICANN since 1997 and the WSIS Summits and Prepcons since 2003.[1] Mueller has played a leading role in organizing and mobilizing civil society in ICANN.[2]

Work

Mueller's most recent research projects explore the efforts of citizens and activists to shape communication and information policy, both globally and nationally.[4]

His book, Ruling the Root: Internet Governance and the Taming of Cyberspace (MIT Press, 2002) is recognized as the first scholarly account of the Internet governance debates.[5]

Mueller was a co-founder, with Kathy Kleiman, of the Noncommercial Users Constituency (NCUC) (NonComm) and was chair of NCUC from 2003 - 2005.[6] He was elected to ICANN’s GNSO Council and has worked on various task forces related to new TLDs. Mueller is on the Advisory Council of the Public Interest Registry.[7]
