Dr. Hong Xue is a Professor and the Director of the Institute for Internet Policy and Law at Beijing Normal University (BNU). She specializes in intellectual property law, information technology and Internet governance. She is a Guest Professor at the Torino Law School-WIPO Master of Laws in Intellectual Property. She serves as the Microsoft Fellow of the Yale Information Society. Dr. Xue is the Chinese Leader for the Global Academy on Access to Knowledge.

Hong Xue is the only Asian scholar in the Association for Promotion of the Advanced Teaching and Research of Intellectual Property (ATRIP) and she is the on the Editorial board of World Intellectual Property Journal and on the Expert Advisory Board of the DiploFoundation. She is in the United Nations Network of Experts for Paperless Trade in Asia and the Pacific (UNNExT). Prof. Xue is an arbitrator at CIETAC, UDRP neutral at WIPO and ADNDRC and founder of CNDRP.[1]

Prof. Xue initiated the Asia-Pacific Internet Leadership Project (APILP) and is the Faculty Chair.[2]

Career History

ICANN and Domain Industry

She was the Chair of APRALO from 2010 to 2011, and was elected by the ALAC to serve on the Board Director Candidate Evaluation Committee. She was a member of the NomCom from 2008 to 2009. She is a Council Member of ICANN's ccNSO and was a founding member, and the founding IDN Liaison of the ICANN At-Large Advisory Committee, and was appointed to the ICANN President's Advisory Committee on Internationalized Domain Names.[3] She is also a member of the ICANN Fellowship Committee, the Chair of the Council of Chinese Domain Name Users Alliance and founding member of Member of the Chinese Domain Names Consortium.

Law Professor

Prof. Hong has also taught at Yale Law School Law, in the Law Faculty of the University of Hong Kong and Murdoch University of Australia, and at the World Intellectual Property Academy.[4] From 2002 to 2008, she was an Associate Professor at the University of Hong Kong.[5]

Education

Prof. Xue holds a PhD in Law from the Chinese Academy of Social Sciences.

Awards and Honors

  • Prof. Xue was elected Top Ten Nationally Distinguished Young Jurists by the China Law Society.
  • She was granted the Special Governmental Allowance for prominent contribution to social science by the State Council of the Peoples Republic of China.
  • She was also the awardee of the Outstanding Young Researcher Award of the University of Hong Kong.[6]
