Judith Duavit Vazquez
Judith Duavit Vazquez is the Founder and Chairman of PHCOLO Inc. and a Member of the ICANN Board. She was elected by the Nominating Committee, and began her position following the 2011 Annual Meeting in Dakar, Senegal.[1] She is a member of the Pacific Telecommunications Council (PTC), the Asia Pacific Network Information Centre (APNIC), and the Institute of Electrical and Electronics Engineers (IEEE).[2]

Vazquez or her company were involved in an application for an unknown gTLD at the time that she assumed her role on the Board. The conflict of interest was noted in her published statement of interest, and despite this she voted on matters related to new gTLDs until February 7, 2012 instead of abstaining. In the minutes from a Board meeting on May 6th, it was revealed that Vazquez had withdrawn her application over the phone through the customer service center some time after April 12th, during the period of TAS system downtime. She has since joined the New gTLD Program Committee.[3]
Career History
PHCOLO Inc. is a Philippines telecommunications cross connection site providing colocation and local last-mile infrastructure to leading Carriers and Internet Services Providers on the following four platforms: wireless, cable, ethernet and copper. Vazquez has ICT investments including ownership of telecommunication towers and data centre-grade properties leased to high-value secured-packet data providers. In 1995, she was instrumental in laying the first fiber in the Philippines' Central Business District, and constructed its first 45-storey skyscraper and intelligent building, The Peak.
Vazquez is also a Member of the Board of Directors of national leading media corporation GMA Network, Inc.,[4] the Management Association of the Philippines, and two national foundations, as well as a member of the Clinton Global Initiatives Foundation and the Young Presidents-World Presidents Organization (YPO-WPO).[5]
Education
Judith received a BSc Honors in Economics from the University of the Philippines, and has attended Harvard Business School, the University of Michigan (Ann Arbor), and the Asian Institute of Management.[6]
