Improve metadata for external links to ICANNWiki

I confess I don't know what sort of rich metadata you want. I'm vaguely aware of some SEO stuff, but I am not aware of "best practices" in this area.

Essentially, we are not surfacing any metadata for modern applications, as seen in the example below. That is done via Open Graph Meta Tags, and in the very least we should be sending a meta property="og:image" with a generic ICANNWiki banner, meta name="description" with a blurb containing the article's lead, and send our logo via mstile, apple-touch-icon, android-chrome and so on. A straightforward solution seems to be [1].

From the provided Manual:Dark mode link, it looks like I should switch the skin to Vector 2022 or Minerva.
