Madruga-Forti is an Argentinian telecoms policy expert, particularly related to satellite, and has experience in both the public and private sectors.<ref name=DI/> Prior to joining ARSAT, Madruga-Forti was Vice President, Regulatory and Legal, for Iridium Satellites, and prior to Iridium was the Vice President, Regulatory and Legal, for Loral CyberStar, a U.S. international satellite company.
