1999年2月8日，ICANN公布了其註冊商委任指南草案，公開徵求意見。[1]該指南是通過與 商務部和NSI的磋商形成的，並且在公共評論階段結束後做出了進一步的調整。[2]在公共評論期被提出一些問題包括：對內部官僚主義的擔憂、對知識產權的不充分保護以及在域名支持組織成立之前委任註冊商背後的依據。[3] ICANN董事會在其1999年3月的新加坡會議上接受了修訂後的註冊商委任政策申明。[1]
