Dr.Kaili Kan is a Professor at the Beijing University of Posts & Telecommunications (BUPT).[1]
Dr.Kan is the Director of China's Information Industry Policy and Development Institute and Commissioner of the Advisory Commission for Chinas Telecommunications Act.[2] He is also the Capacity Development Officer at the International Institute for Communication and Development (IICD).[3]
Dr. Kan has recieved his Ph.D from Stanford University in 1984. In 1987, he was appointed as the Deputy Director of the Economic & Technological Development Research Center (ETDRC) of China Ministry of Posts & Telecommunications (MPT).[4] As it's Deputy Director, he was responsible for the research on telecommunication policy and development strategy in China.
Dr.Kan is a member of the Expert Group on Emerging ICT Developments and Opportunities for Enhancing Cooperation for Regional Connectivity. This group is part of the United Nations Economic And Social Comission for Asia and the Pacific(UNESCAP).[5]
Dr.Kan is a Director at the China VoIP & Digital Telecom.[6] He is also an Independent Director at the China Intelligence Information Systems Inc. (CIISI).[7]
Dr.Kan was an attendee at the CPRsouth(Communication Policy Research South) first and second conference.[8] He has also made presentations at the International Conference on Signal and Information Processing (ICSIP) 2010.[9]
