Improve metadata for external links to ICANNWiki: I confess I don't know what sort of rich metadata you want. I'm vaguely aware of some SEO stuff, but I am not aware of "best practices" in this area.

Add dark theme: From the provided Manual:Dark mode link, it looks like I should switch the skin to Vector 2022 or Minerva.
