Phil Buckingham is currently the Founder & CEO of TLD.Advice Ltd, a company incorporated in England and Wales in 2025.

He is an accountant by training, served as CFO of one of the first Corporate Brand Domain Name Registrar company, in the UK, in 1995, was subsequently instrumental in its IPO on the London Stock Exchange in 2000.

TLD.Advice Ltd, was founded specifically to offer a range of consulting services, strategic and financial advice, & provide pro bono support & mentoring (as seen below) to applicants with their application(s) to apply to own and operate a Top Level Domain (TLD) Registry , following the ICANN.org announcement of the opening of the Next TLD application Round in Q2 2026.

Phil is also currently the Founder & CEO of Dot Advice, that he started in 2009 , when he returned to working in the Domain Name industry . Over 16 years the consultancy has provided a whole range of financial & operational services, provided strategy advice to many existing TLD Registries, ICANN accredited Registrars , selling second-level domains in the Domain Name marketplace of over 1200 TLDs (launched in the previous 2012 gTLD Round).

Phil has attended 35 ICANN meetings since 2009. Phil has been a very active participant in numerous ICANN PDP WGs ( Policy Development Process Working Groups), since 2010 . From 2016-2020 he was a participant, Work Track Lead, part of the Subsequent Procedures , Next Round (Sub Pro) PDP WG . He currently a participant member of the Sub Pro Implementation Review Team (IRT) as ICANN.org launches the Final Applicant Guidebook in December 2025. Phil is also a participant member of ICANN Sub Pro IRT re the Applicant Support Program, contributing to the launch of ICANN's ASP Handbook.

From 2020-2023 he was elected by 2400 .UK Members to serve as a Non-Executive Director (NED) , Board Member at Nominet , the .UK cc TLD Registry ( the forth largest country code TLD Registry).

In 2012, Phil was a minority partner of Dot TBA Inc. a TLD consultancy established in 2012 to advise applicants on their application (s) to ICANN's 2012 gTLD Application Round.

Dot TBA Inc. helped, advised over 50 applications ( global brands, cities, generics and IDNs applications) guiding clients through their application (s) business plan, financial modelling , financial questions for financial evaluation, clarifying questions, contention set valuations, through delegation into the root zone and their TLD Registry launch. A 100% financial and technical evaluation pass score was achieved

At the start of the commercialisation of Domain Names ( web addresses) in the UK in 1995, he was the CFO (Chief Financial Officer), Netnames UK Ltd of one of the first, if not the first, Corporate Brand Domain Name Registrar. Netnames was one of the founding members of Nominet.UK the co.uk UK Registry in 1996. Netnames, via a reverse takeover, floated, via an IPO, on AIM on the London Stock Exchange, valuing it at £400M . Phil sold his shareholding in 2000.
