Ramanou Biaou was an ICANN Fellow at ICANN 42 in Dakar, Senegal. He studied Engineering and ICT at the University IRGIB-Africa from 2008 until 2011.[1] He is involved with ISOC's Benin Chapter, and is a Next Generation ISOC Program Leader.[2]

Mr. Biaou is involved in developing social programs surrounding ICT development in Benin and Africa, he submitted a number of ideas to ITU World Telecom 2011.[3][4] He is interested in working with the U.N.'s Global Alliance for ICT and Development.[5]

Biography[edit | edit source]

Ramanou Biaou is a Beninese expert in cybersecurity and Internet governance, recognized for his commitment to digital capacity building in West Africa and his leadership within the Internet Society. He is also the Executive Director of CyberSpector, a company specializing in cybersecurity [6] and the founder of World Internet Labs in Benin.

Education[edit | edit source]

Ramanou Biaou holds an impressive academic background in engineering, particularly in cybersecurity and robustness/scalability of Internet systems:

  • Master's degree in Infrastructure for the Internet and its Robustness from the University of Lille 1 (France). His work for this degree focused on securing sensitive data, with a specific emphasis on DNSSEC and IPv6.
  • University degree in ICT and Development, Engineering Preliminary Design and Conduct of ICT Projects from the University of Limoges (France).
  • Bachelor’s degree in Industrial Engineering with a focus on Information Technologies and Communications from the Regional Institute of Industrial Engineering Biotechnology and Applied Sciences (Polytech IRGIB-Africa).

He is also certified by the Internet Governance Program Next Generation Leaders (NGL) from the Internet Society (ISOC).

Ramanou Biaou began his career in cybersecurity and Internet governance as an expert and trainer, participating in various projects related to network security and Internet management.

  • President of ISOC Benin Chapter (2018-2020): Biaou has played a key role in expanding governance programs for the Internet in Benin, with a focus on cybersecurity and data protection.[7]
  • Executive Director at CyberSpector (currently): In his current role, he oversees cybersecurity and digital governance projects across West Africa, aiming to improve the security of critical infrastructures. [8]
  • Founder of World Internet Labs in Benin: He is also the founder of World Internet Labs, an initiative aimed at promoting the development of innovative solutions in cybersecurity and Internet governance in West Africa.
  • Work at the Benin DNS Forum: Ramanou has been actively involved in the Benin DNS Forum [9], contributing to discussions on the governance and security of the Domain Name System (DNS) in Benin.

Involvement with Internet Society[edit | edit source]

  • Board Member of Internet Society (2023-2026): He was elected to the board of Internet Society, where he chairs the Elections Committee and serves on the Finance and Governance Committees. [10]
  • Member of the Finance Committee of the Internet Society Foundation [11]
  • Awards and Distinctions: In 2020, he was honored with the Dr. Tarek Kamel Award for Capacity Building, a prestigious award from the Internet Society recognizing exceptional efforts in Internet governance.

Contributions to Internet Governance[edit | edit source]

Ramanou Biaou has contributed to several important initiatives in Internet governance, particularly through training young leaders and decision-makers in Africa. In 2018, he participated in the Next Generation Leaders Program of the Internet Society, aimed at training new leaders in Internet governance [12].

He has also participated in international forums on Internet governance, sharing his insights on the challenges and opportunities of cybersecurity in Africa.

Ramanou Biaou is an active speaker and has participated in several international events on Internet governance and cybersecurity. He is also the author of several articles and reports on these topics, contributing to the awareness and education of public and private stakeholders.
