The [[ICANN Bylaws]] establish the procedures by which an issue report may be requested:

===GNSO Policy Development Process===
*the [[ICANN Board]] may request the [[GNSO]] to initiate a PDP and develop an issue report;
*the GNSO may request an issue report by a vote of at least 25% of each [[GNSO Houses|house]], or a majority vote of either house; or

*another [[supporting organization]] or advisory committee may request that the Council initiate a PDP; or
