Bernardo Beiriz is a student of International Relations at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio). He was a researcher in the Tutorial Education Programme (PET) of the Institute of International Relations (IRI) of PUC-Rio, developed in partnership with the Ministry of Education (MEC).

Interested in the intersection between technology and international relations, with a special focus on cybersecurity and internet governance, he participated in courses and research groups such as ModeraLab and the EU-South American School on Global Governance.

He was part of the group of young people selected for the Youth Brazil in 2022 programme, also nominated to participate in the 12th Brazilian Internet Forum (FIB) in Natal, RN and the 15th Latin American and Caribbean Internet Governance Forum (LACIGF). He also attended the 16th European Summer School on Internet Governance (EuroSSIG) in Meißen, Germany. Fellow of the NextGen@ICANN programme, participated in ICANN 76 in Cancun, Mexico.

In the field of cybersecurity and international relations, he also participated in the 2021 edition of the conference "Governing through crisis. Conflict, crises and the politics of cyberspace" organised by the Hague Programme on Cyber Norms at Leiden University, where he presented the paper "Cybernorms and cyber peripheries - can the process of creating cybernorms be one of inequality production? He has published a paper on the E-International Relations website entitled "Neo and the 'Hacker Paradox': A Discussion on the Securitization of Cyberspace".
