ICANN's First RSSAC Organizational Review was conducted by Westlake Consulting Limited (WCL) from 2008 to 2010. In its final report, WCL recommended that ICANN:
- Re-establish RSSAC as a strategy group to be jointly supervised by ICANN and Root Server Operators;
- Amend the Terms of Reference of the ICANN Bylaws and set out a new role for RSSAC to "provide a source of unbiased strategic advice;
- Reconstitute RSSAC's membership with 4 Root Server Operators, 1 appointed by IANA; and 4 appointed by the ICANN Board/Nominating Committee;
- The Chairperson of the committee shall be appointed by its members with a limited three consecutive 2-years terms;
- Appoint non-voting liaison members; and
- RSSAC should meet in conjunction with ICANN meetings and be open for public participation.
- The ICANN Board approved to set aside US$1 million of its funds to keep the internet working in Ukraine. ICANN also suspended the contractual requirement that registrars cancel domains that haven’t been renewed.
- On March 10, a former ICANN CEO, two EU parliamentarians, and technical, security, and legal experts sent The Register an open letter to be shared with the Internet Governance community arguing that the time has come to develop a targeted internet sanctions system.
