In 2008, Cairo meeting of [[ICANN]], it was brought to notice by the members that there should be certain guidelines set for the issues relating the recovery and renovation of the domain name once its expiration date approaches or has been exceeded. The At large Committee (ALAC) voted for an issues report to be submitted for allowing the registrants to recover their domain names after the expiration dates have been exceeded. At Large Committee brought this issue in light as the earlier domain name recovery privileges were not effective. It furthermore stressed, that it is necessary to have a viable recovery system as the loss of domain name can cause a great financial hardship to the registrants. It may not only result in loss of utility time to recover the name but also indirectly damage the reputation of the registrants. It also has the potential for some registrants to permanently loose business.

Post-Expiration Domain Name Recovery (PEDNR) is a policy for use when a registrant wishes to recover a domain name after it has already expired. For the development of the policy, the PEDNR Working Group was formed to consider the following points:
