Nomer.com is the first registrar in Latin America accredited by the Internet Corporation for Assigned Names and Numbers for the .com and .net domain names. It is one of the largest domain name registration in Brazil and a subsidiary of Dualtec, a company which specializes in providing the Cloud Dualtec Web Applications and Solutions. The company is also accredited by Registro.br, an agency which monitors and implements regulations pertaining to domain names in Brazil.[1]

The company was established by Ricardo Vaz Monteiro and Athos Comolatti in 2006. It was chosen by Sedo, an international domain name market place and monetization service provider as its strategic partner in the Brazilian market to buy and sell domain names.[2]

Monteiro serves as executive director of the company and he is active in providing his comments to the different issues discussed within the ICANN public forum. He also participates in the different ICANN meetings. In 2005, he expressed his support for .xxx gTLD proposal.[3] He was one of the applicant for the ICANN Fellowships Program during the ICANN 29 Meeting in San Juan Puerto Rico in 2007.[4]
