Houda Belkassem is a Techno-Pedagogical Engineer, she has a past work experience in IT companies as a Junior Project Manager, where she planned and coordinated a number of projects. Actually, she works as an Adjunct Professor at Ecole Supérieure de Technologie (Moulay Ismail University), in parallel, she's an Internet Policy Analyst (IPA) into Internet Governance Program— MENA Region (IGMENA) under Hivos Foundation, her mission is about publishing write-ups policy analysis on igmena.org, which covers key Internet policy issues and how to address them in a multistakeholder environment.

She intervened in various National Radio Sessions on the topic related to Internet Governance in Morocco. Houda Belkassem has attended several international training, ICT conferences and capacity-building program dedicated to Internet policies, Advocacy strategies, laws and human rights, freedom of expression and protection of privacy among them:
