Thomas Barrett is the President of Boston-based EnCirca. He founded EnCirca, which is an ICANN Accredited Registrar, in 2001.[1] He also owns another ICANN Registrar called Name Share, Inc,[2] and Calzone[3], a calendar for the DNS industry.
In 2017, he was selected to be the Vice Chair of the ICANN NomCom2 Review Working party.[4] In 2017 and 2016, he served as the elected NomCom representative for the Registrar Stakeholder Group.[5]
In 2015, at the request of ICANN, EnCirca developed a business course for the DNS Entrepreneurial Center[6] in Giza, Egypt, a joint venture between ICANN and Egypt's National Telecom Regulatory Authority. Mr. Barrett presented the business class in five locations, including[7]:

- October, 2015 - Doha, Qatar
- February, 2016 - Muscat, Oman
- February, 2016 - Dubai, United Arab Emirates
From 2015-2017, Mr. Barrett served on the six-person Program Committee of the Middle East DNS Forum and presented at the Amman, Jordan; Tunis, Tunisia; and Giza, Egypt meetings[8].

Tom Barrett has over 30 years of experience in technology, including over 20 years of experience in internet development and management. EnCirca is a registration and validation specialist for restricted Registries and is currently providing exclusive validation and registration services for 10 Registries. EnCirca is the leading Registrar for: .BANK, .REALTOR, .PHARMACY, .JOBS and .TRAVEL TLDs. EnCirca is also a Trademark Agent for the Trademark Clearinghouse.
Prior to joining EnCirca, he helped Neustar in launching the IP Claims Rights Protection Services for the .biz gTLD.

Mr. Barrett attended Worcester Polytechnic Institute for a BS degree and then later graduated from the Massachusetts Institute of Technology with an MS degree, both in Mechanical Engineering.[10]
