- Oscar has been in the field of Internet Governance since 1996.
- He was in the experts group conducted by WIPO in 1997 to comment on the RFC WIPO series.
- He has teaching experience as well. He taught e-commerce Legal Frameworks course, in the Masters in E-Commerce from the Virtual University of the Monterrey Institute of Technology in Mexico.
- Oscar is a co founder of LACTLD (Latin American and Caribbean country code Top Level Domain Organization) and has been President of its Board of Directors two times.
- In 2005 he was appointed as an Advisory Council member for the Public Interest Registry, manager of the gTLD .ORG.

- Oscar attended ICANN meeting held in Los Angeles.[6]
- He attended Caribbean ccTLD Policy and Technical Workshop held in Port-au-Prince, Haiti on 24th-28th August,2008.[7]
- He participated on the IAHC process and its Policy Advisory Body in 1996.[8]
- In 1997 he participated in the IFWP process, the formation of ICANN and the DNSO, hosting the DNSO Monterrey Meeting.
- He participated in the ICANN Membership Advisory Committee MAC, the At-large Study Committee ALSC, Domain Names SO Council NC, ccNSO Assistant Group, ccNSO Launching Group ccNSO-LG[9]
