He also served as Chief Internet Policy Advisor of the Clinton Administration who prepared the report, A Framework for Global Electronic Commerce, which became the guideline in creating ICANN, a new private non-government corporation to take-over the technical management of the internet from the U.S. Government and to promote development, competition and international participation.
