Dr. Joanna Kulesza is a tenured professor of international law at the Faculty of Law and Administration, University of Lodz, Poland.[1] Since 2018, she has represented European internet users in ICANN's At-Large Advisory Committee, serving as its Vice Chair and ALAC Liaison to the GAC.

Since 2021, Dr. Joanna Kulesza has been the Executive Director of the Lodz Cyber Hub research center, and a, EURALO ALS. As head of LCH, she represents the University of Lodz at the European Security and Defence College. She is a Full Professor at Vilnius University, having completed post doctoral stays at the University of Cambridge, Ludwig Maximilian University of Munich, and the University of Giessen. She has also been a visiting professor with Stanford University, the University of Oxford, and the University of Münster.

From 2018 to 2023, she was a member of the Scientific Committee of the European Union Agency for Fundamental Rights. Dr. Kulesza is a participant in the Oxford Process on International Law Protections in Cyberspace and a co-author of its declaration. She has contributed to the work of the UN Committee on drafting a comprehensive international convention on countering the misuse of information and communication technologies for criminal purposes. She also serves as an expert in the EU-China Working Group on the Application of International Law in Cyberspace (EWG-IL) and the Sino-European Cybersecurity Dialogue (SECD).

From 2010 to 2018, she chaired the Membership Committee of the Global Internet Governance Academic Network (GigaNet).

Between 2019 and 2022, she was the chair of the Advisory Board of the Global Forum on Cyber Expertise (GFCE).

She is the Polish rapporteur for the World Intermediary Liability Map (WILMap) project at Stanford University.

Dr. Kulesza was also an expert in the Research Advisory Group of the Global Commission on the Stability of Cyberspace.

Her research focuses on legal disciplines related to international law, cybersecurity, internet governance, human rights in cyberspace, and intermediary liability.

ICANN and Internet Governance Participation[edit | edit source]

Kulesza has been an NCUC member since 2010 and was an ICANN 58 Fellow. In 2018 she was selected by the NomCom to serve on the ALAC, representing European users, and in 2020, she became the Vice Chair. Since 2023 Joanna serves as the ALAC Liaison to the GAC. She is also the Executive Director of the Lodz Cyber Hub - an EURALO ALS, host of the Summer School on Internet Governance and International Law (SSIGIL).

Kulesza holds an MA and a PhD in law from the University of Lodz, Poland. She was a post-doctoral researcher at the University of Cambridge, Ludwig Maximilians University in Munich, and the University of Giessen.

Publications[edit | edit source]

She is the author of numerous publications on international Internet law, including "International Internet Law" (Routledge, 2013); “Cybersecurity and Human Rights in the Age of Cyberveillance” (together with R. Balleste, Rowman and Littlefield 2015) and “Due Diligence in International Law” (BRILL 2016). Her research focus is on the intersection of human rights and cybersecurity.
