The Lodz Cyber Hub (LCH) is a self-funded research centre established in 2021 at the Faculty of Law and Administration, University of Lodz, Poland. It specialises in interdisciplinary research, capacity building, and policy development in the fields of international law, cybersecurity, human rights, and Internet governance. It is the only At-Large Structure (ALS) accredited in Poland under ICANN's global framework and the only ALS worldwide that specialises specifically in international law, geopolitics, and Internet governance.

Overview[edit | edit source]

LCH focuses on the application of international law in cyberspace, addressing issues such as state responsibility, due diligence, privacy, data protection, cybercrime, and human rights online. The centre collaborates with global institutions, including the Internet Corporation for Assigned Names and Numbers (ICANN) and the European Security and Defence College (ESDC), to provide expert training and policy analysis. LCH also engages with the European Union Agency for Fundamental Rights (FRA), the Geneva Centre for Security Policy (GCSP) and is an active participant in the Sino-European Working Group on the Application of International Law in Cyberspace, contributing to international dialogue on the legal frameworks governing cybersecurity, AI regulation, and data governance.

Since 2024, LCH also hosts the Summer School on Internet Governance and International Law (SSIGIL), a flagship academic event that brings together leading experts, young researchers, and practitioners from around the world to discuss key challenges at the intersection of law, technology, and global governance.

Key Initiatives[edit | edit source]

  • LCH Masterclasses: An educational series that bridges theory and practice in international cyber law, featuring sessions with global experts on topics like DNS abuse, internet infrastructure, and AI regulation.
  • CyberAmbassadors Programme: A student-led initiative aimed at fostering engagement between academia and global Internet governance discussions. Participants organise events, support LCH activities, represent the hub in public discourse, and provide fresh voices within the At-Large end-user community. The programme strengthens bottom-up participation in Internet and AI governance processes by empowering young researchers and practitioners.
  • RegUp Project: In partnership with ICANN, this project monitors regulatory developments in internet governance and AI policy, facilitating discussions among stakeholders on topics such as the UN Cybercrime Treaty, the OECD AI Principles, and the Budapest Convention.

Leadership[edit | edit source]

The centre is directed by Dr. Joanna Kulesza, a tenured professor of law at the University of Lodz and At-Large Advisory Committee Liaison to the GAC. She is actively involved in international initiatives concerning cybersecurity and Internet governance.
