The Technical Evaluation Panel evaluates the technical components of every new gTLD application based on the criteria set forth in the Applicant Guidebook. The panel examines the proposed registry operations of the applicant to determine if it is technically capable to operate a new gTLD registry and to ensure the stability, security and interoperability of the Domain Name System (DNS). The review is one of multiple related reviews that form initial evaluation. An extended technical evaluation will also be performed if questions or issues remain, or the application is initially denied further review is requested by an applicant.[1]

In November, 2011, ICANN chose Ernst & Young, JAS Global Advisors and KPMG to form Technical Evaluation Panel.[2]
