Upon the initiation of any policy development process (PDP), an Issue Report is prepared that defines the scope of inquiry for the PDP working group. Because of the procedural timing, a request to initiate a PDP also request the creation of an issue report.
Procedure
The ICANN Bylaws establish the procedures by which an issue report may be requested:
GNSO Policy Development Process
- the ICANN Board may request the GNSO to initiate a PDP and develop an issue report;
- the GNSO may request an issue report by a vote of at least 25% of each house, or a majority vote of either house; or
- an Advisory Committee may request an issue report by notice to the Staff Manager and GNSO Council.[1]
ccNSO Policy Development Process
- the ccNSO Council may call for an issue report by the affirmative vote of seven or more members at a meeting or by email;
- the ICANN Board may request the initiation of a PDP;
- one or more Regional Organizations representing ccTLDs in an ICANN recognized region may request that the Council initiate a PDP;
- another supporting organization or advisory committee may request that the Council initiate a PDP; or
- ten or more of the ccNSO may vote to request that the Council initiate a PDP at a meeting or via email.[2]
