.бел is the IDN ccTLD for Belarus. It is managed by Belarusian Cloud Technologies LLC,[1] who also manages the country's ASCII ccTLD, .by.[2]

The domain "бел" is represented in ASCII-compatible encoding according to the IDNA specification as "xn--90ais". The individual Unicode code points that comprise this string are U+0431 U +0435 U+43B.

The string is expressed using the Cyrillic script, and has a transliteration equivalent to "bel" in Latin script.[3]

Delegation History[edit | edit source]

On June 12, 2014 an application was made to the "IDN Fast Track" process to have the string "бел" recognized as the Cyrillic representation of Belarus.

On August 26, 2014, a review by the IDN Fast Track DNS Stability Panel found that "the applied-for string ... present none of the threats to the stability or security of the DNS identified in Module 4 of the Fast Track implementation plan, and present an acceptably low risk of user confusion". The request for the string to represent Belarus was subsequently approved. In 2015, the .бел top-level domain was delegated to Reliable Software, Inc, which was also the manager for .by.[4]

On August 25, 2021, OAC issued Order No. 138, "On Administration of the National Domain Zone," and appointed Belarusian Cloud Technologies LLC (beCloud) as the new “technical administrator of the national domain zone”, effective 1 January 2022.

On December 29, 2021, beCloud initiated a transfer request for the .by and .бел TLDs.[5]

Characters[edit | edit source]

A domain name under .бел may include letters of Russian and Belarussian alphabet (а-я), numbers (0-9), hyphens ("-") and apostrophes ("'").

The domain name can neither begin or end with a hyphen, nor include two hyphens in a row.

The minimal length of a domain name is 2 characters, and the number of characters (in punycode coding) must not exceed 63 characters.[6]
