Kasun Tharaka Wickramasuriya is a Sri Lankan ICT professional, digital transformation strategist, and community development expert. He currently serves as the Senior Manager of Capacity Building at the Information and Communication Technology Agency of Sri Lanka (ICTA), where he leads national programs focused on digital literacy, e-government, and digitally inclusive community development.
He is the co-founder of the Lanka School on Internet Governance (LKSIG), a national initiative to foster Internet governance awareness and leadership in Sri Lanka. He previously served as the Secretary of the Internet Society Sri Lanka Chapter (ISOC-LK) from 2018 to 2020, and was a long-time member of its Executive Committee between 2013 and 2022.
Kasun has represented Sri Lanka in numerous regional and global Internet governance spaces. He is the designated National Coordinator for the United Nations Internet Governance Forum (UN IGF) process in Sri Lanka, and has played leadership roles in organizing national, women-focused, and youth-focused IGF events. He is also actively involved in the Asia Pacific Regional Internet Governance Forum (APrIGF), where he serves as a member of the Multistakeholder Steering Group (MSG), as well as various working committees.
Additionally, he is a member of the Asia Pacific School on Internet Governance (APSIG) and has contributed to the Asia Pacific School on Internet Governance (APSIG) as both a Fellow and a member of the Fellowship Committee. He is a past Fellow of ICANN (ICANN 82), the Asia Pacific Internet Governance Academy (APIGA), and the Sakura Science Exchange Program in Japan. His international engagements include participation in ICTD 2012 at Georgia Tech and capacity-building programs under the Indian Technical and Economic Cooperation (ITEC) framework.
He is an active member of the Asian, Australasian, and Pacific Islands Regional At-Large Organization (APRALO) of ICANN, contributing to regional Internet governance and policy discussions. He also serves as a Visiting Lecturer at the College of Chemical Sciences, Institute of Chemistry Ceylon, where he shares his expertise with the academic community. Since 2021, he has been a Judge for the BestWeb.lk Competition, a prestigious national initiative that recognizes and promotes high-quality Sri Lankan websites across multiple categories.
Kasun holds a Master of Business Administration (MBA) from the University of Kelaniya and a Bachelor of Science in ICT from the University of Colombo. His academic and research interests span digital transformation, e-government, ICT for development, and Internet governance.
