Laura Pereira is a researcher based in Brazil.

Laura is a social scientist and Internet governance specialist, accumulating different experiences. She is atteding ICANN 84 as a part of ICANNWiki team. She also currently serves as Project Director at the Internet Society Brazil Chapter and acting as Senior Researcher and Project Lead at the Getulio Vargas Foundation (FGV Comunicação). Her work focuses on the intersections between Internet Governance and public policy, with particular emphasis on stakeholder and institutional processes on one hand, and the relations between policy and the Internet content layer on the other.

Internet Governance Involvement[edit | edit source]

Pereira has been active in global Internet governance processes since 2019[1], participating in multiple editions of the Internet Governance Forum (IGF), including IGF 2023 (Japan) and IGF 2022 (Ethiopia), as well as regional forums such as LACIGF 12 (La Paz) and LACIGF 14 Santiago. She has acted as a mentor[2] in youth programs organized by the Brazilian Internet Steering Committee (CGI.br), supporting the inclusion of new professionals in the governance ecosystem.

As a researcher, Pereira has co-organized and moderated sessions on environmental disinformation, artificial intelligence, She has also engaged in capacity-building programs such as the Brazil Internet Governance School (EGI) and the South School on Internet Governance (SSIG).

Her academic work includes the co-authored article “Internet governance is what global stakeholders make of it: a tripolar approach”, with Jaqueline Trevisan Pigatto and Mark Datysgeld, published in the Brazilian Journal of International Policy (2021). Her broader productions involve policy briefs, pedagogical materials, public contributions, grant proposals and reports, public speaking, and advocacy-based institutional relations. Her thematic focus centers on institutional processes and legitimacy, encompassing issues from freedom of expression and online safety to network and platform regulation, and meaningful connectivity.
