Mr. Dal-Toe holds an undergraduate degree in Government and International Affairs from the University of Tampa, a Master's degree in International Relations from the University of Kent, and a Master's degree in Peace and Conflict Resolution from the American University.
Currently, he is an Advisor at the Ministry of Information and Communication Technologies in Colombia (MinTIC), where he has carried out multiple strategies and initiatives for the digital development of the country. As an advisor to the Viceminister of Digital Transformation, he led initiatives related to cybersecurity, digital entrepreneurship, and internet governance.
In addition to that, since 2020 he is the coordinator of the Domain .co and Internet Governance Working Group, where he is responsible for the implementation of the ccTLD .co national strategy, increasing the government's revenue, which are then invested in digital programs that seek to reduce the digital gap and increase connectivity, particularly in rural areas in the country.
Prior to joining the Ministry, Mr. Dal-Toe worked in multilateral organizations in Europe and the United States and the public sector in Colombia, managing economic, social, and technological development projects. He has served as a project manager to the Organization of American States (OAS) and consultant at the Inter-American Development Bank (IDB).
