Francisco da Silva is a former non-voting Board Member of ICANN, a position that he held from 2012 to 2013 as a liaison for the Technical Liaison Group. Da Silva was born and raised in Portugal. His background is in the telecommunications industry. From 1998 to 2012, he was chairman (and previously Vice Chairman of the Board 1996-1998) of the European Telecommunications Standard Institute (ETSI) General Assembly. He was elected chairman of the ETSI Board from 2002 to 2008. He is a member of the Technical Experts Group (TEG), representing ETSI.
