The The Joint SO/AC Working Group on New gTLD Applicant Support, or Joint Applicant Support Working Group (JAS WG) was a joint effort between ICANN's GNSO and ALAC that designed the first “Applicant Support Program” for ICANN’s 2012 new-gTLD round.[1]

The working group's goal was to evaluate and propose recommendations regarding specific support to new gTLD applicants in justified cases. The WG expectation was to identify suitable criteria for provision of such support, to identify suitable support forms and to identify potential providers of such support.

The JAS WG was formed following a Resolution from the ICANN Board of Directors in the Nairobi Meeting, on March 2010 which asked ICANN's stakeholder community "...to develop a sustainable approach to providing support to applicants requiring assistance in applying for and operating new gTLDs."[1] In response, ALAC and the GNSO Council formed a Joint Supporting Organization/Advisory Committee (SO/AC) Working Group on New gTLD Applicant Support (the JAS WG).[2]

The first conference call happened on April 29, 2010, in order to do preparations for chair election and charter. The charter was adopted on May 10.[3]

For two years, the JAS WG shared recommendations with the community on how ICANN should develop a sustainable approach to providing support to applicants from developing economies requiring assistance in applying for and operating new gTLDs Registries under the New gTLD Program.[1] The work culminated in the Final Report finalized on September 2011[4] and posted for comments on October 2011.

In addition to the JAS WG, the ICANN Board and the community also provided input that helped to shape the proposed plan.

During the ICANN Dakar Meeting in October 2011, the Board noted that a working group of Board members should be convened to oversee the scoping and implementation of the recommendations arising out of the JAS Report, which should start working immediataly. That work was undertaken with the oversight of the ICANN Board Workgroup for Applicant Support.[1][5]
