ICANN 16 was held in Rio De Janeiro, Brazil in March 2003. It was the first ICANN meeting to be held in Brazil. All meetings were free to attend for any interested person, land like previous ICANN events, a webcasting and Remote participation service was available for persons, who were unable to make the event.
The Meetings commenced on Sunday 23rd March, with various managerial meetings, and was closed on Thursday 27th March with the ICANN Board meeting.

Topics that were in the agenda for these meetings had included Internationalized Domain Names, the schedule of meetings for 2004 and the GNSO recommendations on Transfers.
Paul Twomey became ICANN's president/CEO.
